To place a coded note without a leader

Select (Coded Note).
In the tool settings window, key in the note.
Turn off Leader and Terminator.
Select the shape for the main callout.
Enter a data point to place the main callout.
Rotate the graphic and note text to the desired direction, then enter a data point.

Note: Use (Annotation Tool Settings) to override the symbology of the callout.
